Conduct an initial project baseline survey; establish the current structures, formations and capacities among SRHR social movements in Kenya, Uganda and Tanzania.

1. Background
The East African Centre for Human Rights (EACHrights) was founded in May 2010 and registered as a Trust in Kenya in November 2010. While the organization recognizes that all human rights are indivisible, interdependent, and interrelated, EACHrights implements programs that promote, protect, and enhance human rights with a special focus on realizing Economic and Social Rights, human dignity, and equitable development.
EACHrights is set to receive funds from Amplify Change to implement a three-year project titled “Building a resilient and inclusive regional social movement to oversee the implementation of SRHR in Kenya, Uganda and Tanzania” in partnership with The African Gender and Medical Initiative (GEM) Trust in Kenya; The Center for Health, Human Rights and Development (CEHURD) in Uganda; and The Coalition for Women Human Rights Defenders (CWHD-R) in Tanzania. The project seeks to strengthen the capacity of social movements in Kenya, Uganda and Tanzania to undertake SRHR advocacy through the Universal Periodic Review mechanism.
2. Scope of Work
EACHrights seeks to engage a Monitoring and Evaluation (ME) Consultant to conduct an initial project baseline survey; undertake desktop research on SRHR social movements in the region, examine gaps, opportunities, and areas for advocacy; map the existing structures and relationships within and between SRHR movements including their organizational structures, advocacy strategies, resource mobilization capacities, and networks.
Through this assessment, the consultant should generate key baseline indicators to measure the progress and effectiveness of the project over time. These indicators will inform project strategies, track advocacy achievements, and
